Banner makers
 The web is full of free banner makers. Some will give you different sizes customized for the banner exchange you're using. Others restrict free use of their site to personal sites only and most ask that you link back to them as the price for using their services. Be sure to read their Terms of Service before using them.
Uses
  Not only for banner exchanges the city guides and health directories in the Tampa Bay Treasure Network allow you to have two banners in their site rotation. The top banner can be a full standard 468 x 240 and the side banners can be 175 x 240 along with your logo up to 468 x 300 these banners rotate on all pages of the site for added exposure of your listing.

Free Banner Makers for our Directories
240 x 60 and 175 x 60
Searchbliss. com
  This is a simple banner maker we use for quick logos, top and side banners for our directories. They don't have a 175 x 60 size so we make a 240 x 60 banner, save it then edit it in paint to get the right size. Once you save it right click on it and click edit in the pop up menu. Leave your browser on the Searchbliss page so you can make changes to the font size so it fills the banner. If you have experience in paint you can always make a simple banner using that.

 Our favorite banner maker is addesigner.com. This has to be one of the most widely used banner makers. If you are going to join some banner exchanges be aware that some exchanges use odd sizes and addesigner.com allows you to make a professional banner for most of those exchanges.
